What Are They?
Puppy Pads are neat and convenient tools that can make housetraining your puppy a little easier and faster. These disposable pads are approximately 2'x 2' squares of highly absorbent material with a waterproof plastic backing. They can be used anywhere you want to train your dog and many are scented with attractants to lead your dog to the pad when nature calls.
Step-by-Step Instructions
First things first: figure out where your dog's new "den" will be located. Choose a place that is relatively small where she can be confined with a door or gate, such as a bathroom, laundry room or part of the kitchen. If the room has an easy-to-clean floor it will make your life a lot easier.
Set up: your dog's den should be a place where she feels safe and comfortable. Provide her with a soft bed, food and water. Line the entire floor with Puppy Pads with the plastic side down.
Begin training: confine her to her den early in the day, during the night, after she eats or drinks and any time she cannot be carefully supervised. When you catch her relieving herself on the Puppy Pads praise and reward her. Be sure to replace the Puppy Pads regularly.
The next step: Be sure your pet has access to her den throughout the day. 
She should begin seeking it out on her own when she needs to relieve herself. Offer enthusiastic praise and a reward every time she does this.
Limit freedom: don't give your puppy too much freedom too soon. If she has accidents that leave behind that tell-tale odor, she may return to the scene of the crime and repeat the dirty deed again until it becomes a habit.
Once your dog is accustomed to using the Puppy Pads you can begin removing them one at a time until only one remains. Then start moving the pad closer and closer to the door. Eventually you can take the pad outside if necessary to communicate to her that she needs to eliminate outside. Many dogs begin to go outside naturally after the pads are removed from the home as long as they have regular opportunities to go outside.
